Dear Mr. Thorne:

Enclosed please find a letter from Lasermetrics, Inc. requesting an amendment to export license XMAT0331 to increase the quantity of heavy water authorized for export from 115.0 kilograms to 2,100 kilograms (700 kilograms /yr for three years). The heavy water will be purified at Ontario Hydro and returned to the U.S. for use in crystal growth.

meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
