50-328 SEQUOYAH NUCLEAR PLANT (SQN) - Q-LIST PROGRAM DEVELOPMENT STATUS Pursuant to Gary G. Zech's letter of June 23, 1987, to S. A. White, the following provides the status of the SQN Q-list program development and implementation.
Establishment of the Q-list, which is a compilation of existing Divisicn of Nuclear Engineering and plant list of equipment, is considered a long-term enhancement.
It is not a requirement for SQN restart, and has not been included in the prerestart manpower allocations.
Currently, TVA uses the critical structures, systems and components (CSSC), and 10 CFR 50.49 lists that are procedurally controlled and adequate to provide quality information for piece parts replacements. The Q-list will further refine and enhance the data into one document.
It should be noted that, although TVA is not actively compiling one list at this time because of scarcity of resources, program planning and coordination activities are underway, including:
A.
Coordination with Watts Bar Nuclear Plant (WBN) personnel to identify considerations encountered in the WBN Q-list activity to date for possible integration into the SQN Q-list activity.
B.
Discussions with a number of potential Q-list users (e.g., engineering, procurement, operations, and maintenance) to define the optimum data requirements.
C.
Discussions with various engineering firms to determine industry capabilities to support the development effort.
D.
Initiation of development of the scope of wock to support selection of a contractor to perform the activity.

U.S. Nuclear Regulatory Commission TVA will provide an implementation plan for the Q-list by March.1, 1988.
TVA considers the implementation of the Q-list to be an important activity; however, the effort associated with this program must be accomplished in an integrated manner consistent with the manpower requirements within the Office of Nuclear Power.
