August 25, 1987 APPLICATION FOR A SUBPOENA ON BEH ALF OF THE SEACOAST ANTl-POLLUTION LEAGUE The Seacoast Anti-Pollution League hereby requests pursuant to 10 CFR 62.720 that this Board issue a subpoena for the appearance of Mr. David Laughton, Secretary-Treasurer of Teamsters Local No. 633, in the offsite licensing proceeding for Seabrook Station on an appropriate date following commencement of the proceedings. An NRC subpoena is attached, completed to the degree possible at this time.

The relevance of Mr. Laughton's testimony is that it is on the basis of a " Letter of Agreement" contained in the NHRERP signed by Mr. Laughton that Applicants claim that 1500 members of Teamsters Local No. 633 are available to respond to drive buses to transport evacuees in the event of a radiological emergency at Seabrook. SAPL has admitted contentions,:ilhich bear on the availability of personnel to transport evacuees from the EPZ in a timely fashion including SAPL Contention Nos. 8 and 8A, 31 and

37. Additionally, SAPL has a contention dealing with the adequacy of letters of agreement, Redraf ted S APL Contention No.15. FEM A has also expressed its interest 8709030025 870825 PDR ADOCK 05000443 G PDR j
