Re: Service Water Chlorination Study The above referenced study was approved by Mr. J. P. Martin's letter of October 28, 1986.
Item 3 of the October 28, 1986 letter required both Total Residual and Free Available Chlorine (TRC/FAC) data be s'ubmitted-with the Discharge Monitoring Report and on a monthly basis. Please find enclosed TRC/FAC data collected as a part of the above referenced study during April,1987.
There was one occasion where activities associated with the.
referenced study resulted in a study condition-not being met.
Study l
conditions require the TRC level not to exceed 0.2 ppm at the river-discharge structure (RDS). On April 10, 1987 at 1345 the value at the RDS was 0.3 ppm. The chlorine feed system had been shutdown for two days due to a low chemical inventory. When the sodium hypochlorite addition was restarted, the feed rate established was based on the system chlorine demand during the initial startup which began April 7,1987. The ' chl ori ne demand was lower than on April 7 resulting in a sodium hypochlorite feed rate which exceeded study conditions at the RDS. The chemical feed was immediately reduced when TRC values were seen as increasing. A TRC value was recorded on April 10, 1987 (1305) as 0.15 and at 1400 as 0.2 ppm, thus, the maximum period of exceedance was fifty-five minutes.
