Region I.
The issues disclosed by the investigation were presented to the
{
licenset by forwarding the Report Synopsis and conducting an enforcement conference on May 30, 1986.
I In our enforcement deliberations, Region I has found that'the best results are obtained when the licensee is given all the facts in an inspection report prior to an enforcement conference and the licensee is given an opportunity to address those facts during an enforcement conference in advance of an enforcement decision.
l In this case, Region I he.s similarly determined that in order to provide for I
proper review and dispositioning of the potential enforcement issues, it is necessary to release the Report of Investigation and Exhibits (1-85-019) to the licensee in order to afford the licensee an opportunity to address the reports findings prior to an enforcement decision.
In accordance with your May 8,1956 letter, Region I formally requests permis-sion of the Director 01, to release the subject report and exhibits to the licensee and the Public Document Room.
