INSPECTION REPORT NO. 50-483/87017 1

This responds to Mr. W. D.

Shafer's letter dated June 30, 1987 which transmitted the report of the inspection conducted at Callaway Plant during the period June 2 through 4, 1987.

Our response to the exercise weakness identified is presented below.

None of the material in this response is considered proprie-tary by Union Electric Company.

(50-483/87017-01) OPEN ITEM (Exercise Weakness)

The Medical Emergency. Response Team (MERT) adequately demonstrated their capability to assess the extent of the man's injuries and adequately administered first aid.

However, the coordinated effort of the MERT and the HP technician to adequately demonstrate a meaningful, disci-plined response for a contaminated injured man was unsstis-factory and did not comply with EIP-ZZ-00224.

Corrective Actions Taken or Planned To Be Taken 1

o Procedure EIP-ZZ-00224, Injury or Illness for Callaway Plant, vill be revised to ensure that the Medical Emergency Response Team (MERT) has available a llERT Contamination Control kit when responding to an injury outside the RCA involving actual or suspected contami-nation.

The plant emergency vehicle will be supplied with a MERT Contamination Control kit and will be available for use outside the power block.

provided for MERT Leaders.

o Increased emphasis will be placed on contamination control techniques for medical emergencies in Health Physics Technician training.

Estimated Date When Corrective Actions Will Be Achieved The procedure revision, placement of the additional MERT Contamination Control kit and upgrade of training courses should be completed by December 31, 1987.
