Dear Mr. Michaels:
Technical Specification C.I. of License DR-10 (Ref.1) for the deactivated ESADA-Vallecitos Experimental Superheat Reactor (EVESR) requires that radiation. status surveys be performed at 'least twice annually. The facility has been shut down since February 1, 1967, and a review of the survey results for the past several years shows no significant changes in the status of the facility.
Accordingly, we request that Technical Specification C.I. of License DR-10 be amended to read as follows:
" Radiation acnitoring instruments shall be available as appropriate to prevent exposure of personnel to radiction in accordance with the standards of 10 CFR Part 20. A general radiation survey shall be conducted annually."
This change will make License DR-10 consistent with another site license for a deactivated reactor.
Paragraph 5.d.(2) of License DPR-1 (Ref. 2) for the Vallecitos Boiling Water Reactor (shut down on December 9,1963) requires only annual surveys.
As noted above, there has been little change in radiation levels at EVESR over the past several years.
It is therefore not consistent with ALARA to make the second entry.
