NRC INSPECTION REPORT #354/87-14 DOCKET NO. 50-354 HOPE CREEK GENERATING STATION Public Service Electric and Gas Company (PSE&G) is in receipt of your letter dated July 7, 1987, which transmitted a Notice of Deviation concerning a failure to comply with a commitment in the PSAR.
Pursuant to the provisions of 10 CFR 2, Appendix C, our response to the Notice of Deviation is provided in Attachment 1.

T ATTACHMENT 1 10 CFR 2, APPENDIX C INFORMATION PUBLIC SERVICP ELECTRIC AND GAS COMPANY HOPE CREEK GLNERATING STATION RESPONSE TO NOTICE OF VIOLATION INSPECTION REPORT NUMBER 50-354/87-14 Your letter dated July 7, 1987 identified a deviation from commitments made in FSAR Section 7.3.1.1.6.3, Hydrogen Analyzer System.
Amendment 14 to the subject FSAR Section states that hydrogen-oxygen analyzer heat tracing system f ailures are individually indicated at each heat tracing panel and provide input into a common trouble alarm in the main control room.
The Notice Of Deviation states that, contrary to the above FSAR commitments, as of June 2, 1987, there was no common control room alarm for any hydrogen-oxygen heat tracing f ailure.

PUBLIC SERVICE ELECTRIC AND GAS COMPANY DOES NOT DISPUTE THE DEVIATION.
2.
THIS DEVIATION FROM AN FSAR COMMITMENT WAS IDENTIFIED AS A DESIGN PROBLEM DURING THE HOPE CREEK STARTUP PROGRAM. A DESIGN CHANGE PACKAGE WAS DEVELOPED AND STATION-APPROVED FOR INSTALLATION AND A WORK ORDER WAS WRITTEN TO PHYSICALLY INSTALL A COMMON HYDROGEN-OXYGEN ANALYZER HEAT TRACING TROUBLE ALARM IN THE MAIN CONTROL ROOM.
- HOWEVER, INSUFFICIENT PRIORITY WAS GIVEN TO THIS PARTICULAR DESIGN CHANGE REQUEST RESULTING IN THE WORK NOT BEING COMPLETED IN A TIMELY MANNER.

CORRECTIVE ACTIONS:
The design change package to install the common control room alarm for the hydrogen-oxygen analyzer heat tracing system will be implemented by October 15, 1987.
