Gentlemen:
Specification 5.6.3.2 of the Plant Hatch Units 1.and 2 Environmental l
Technical Specifications (Appendix B to the Operating Licenses) requires NRC notification of proposed changes to any water quality requirements, limits, or values stipulated in any certificate or permit issued pursuant to Section 401 or 402 of PL 92-500.
Georgia Power Company (GPC) has i
requested that the Georgia Department of Natural Resources renew the 4
NPDES permit for Plant Hatch (NPDES Permit Number GA0004120).
The renewal request includes requested changes to the current permit which fall under the above provisions.
Pursuant to the above specification, l
GPC hereby provides, as an enclosure, a copy of the NPDES permit renewal application.
- Moreover, the above Specification requires that the notification to the NRC 'shall include an evaluation of the environmental impact of the revised requirement, limit, or value being. sought.
This information is provided below.
Two changes are requested to the NPDES permit:
Proposed Change 1:
This change would discontinue the requirement to j
conduct a temperature survey on the Altamaha river.
This. change results in no environmental impact.
Plant Hatch uses a closed cycle cooling system utilizing mechanical draft cooling towers, and thus, by design, discharges very little heat to the river.
No other GPC power plant using closed cycle cooling is required to conduct'such a-1 I

GPC's thermal plume verification r
i study, which showed compliance with appropriate river temperature requirements, was accepted by the Environmental Protection Divisicn of the Georgia Department of Natur&i Rescurces on August 5, 1981.
Moreover, monitoring of intake and discharge water temperatures over j
the life of the plant has never indicated a temperature rise in excess of the 5 degree F state requirement limit.
l Proposed Change 2:
This change would discontinue the requirement that internal waste streams be monitored for pH.
lhis change results l
in no environmental impact.
Again, no other GPC power plant is l
required to perform suct monitoring.
Natural neutralization (mixing of plant waste streams to mitigate pH extremes) is accepted by EPA l
and is used at Plant Hatch.
Thus, monitoring of the final plant l
discharge for pH is appropriate and sufficient to protect receiving waters.
