Introduction A meeting was held at the request of Transnuclear, Inc. (TN) at Silver Spring, Maryland, on June 25, 1987, concerning a design for a package to transport contact-handled transuranic wastes (TRU).

TN discussed a low level contact-handled TRU waste container. The type B I

package would hold 55-gal drums containing paper, cloth, metals, sludges, filters, jl dirt, oil, etc. The discussion was primarily limited to the structural and thennal areas. Containment and shielding will be shown to meet NRC requirements i

of 10 CFR Part 71.

The right circular packaging is constructed of stainless steel (SS) and i

covered with a thernal insulation blanket. The inner vessel wall is 1/4-inch l

thick SS followed by a 1/4-inch air gap and a 1-inch thick SS outer vessel. The j

outer vessel is covered with a 1-inch thick Kaowool blanket (covered on both sides by sheet metal). The packaging is provided with one penetration for gas sampling. The inner vessel cover flange is secured with 36, 3/4-inch bolts l

and the outer vessel flange is secured with 36,1-inch bolts. The inner 4

vessel is sealed with double Viton 0-rings which is leak tested between the double 0-rings.

Red wood and balsa wood impact limiters are used on the tnp and bottom. All welds are full penetration welds. The package has four lid lifting lugs and four tie-down lugs. The top impact limiter is attached to the l

packaging by four 1-inch bolts plus four shear pins.

The bottom impact limiter I

is attached by bolts and a ring welded to the outer vessel. The packaging nas four removable legs.

The inside diameter of the packaging is 73 1/2 inches.

The packaging, including impact limiters is 102 inches wide by 120 1/2 inches high. The empty weight of the packaging is 19,000 pounds and has a 8,000 pound I

payload (contents).

The contents consist of 14, 55-gal drums. The drums will be filled about 80%

full and have an average weight of 500 pounds.

The thennal heat load of each drum is about five watts and will contain recombiners for hydrogen gas.

The packaging is designed to meet Regulatory Guides 7.4, 7.6 and 7.8 in addition to the requirements of 10 CFR Part 71.

Double containment would be j

provided for packages containing more than 20 ci of Pu.

The temperature on the exposed surfaces of the package would be less than 180*F and 300'F on the cavity wall (inner vessel) during the fire accident conditions. The maximum operating pressure would be 30 psi and 100 psi during accident conditiot.s of transport.

It is expected that a worst case 55-gal drum would not exceed 20 psi if the drum is sealed for two months.

A testing program is planned to determine static loads on scale models.

Load-deflection curves will be developed to verify values used in the analysis of the package.

The NRC staff stated that scale n.odels were acceptable for mechnical loads but i

not appropriate for seals and thermal tests.

In addition to the side and top drops, the puncture tests should consider the seal and gauge areas and the area next to the closure ring. The 0.3 solar absorptivity value appeared low.
