NOMINATION OF KENNETH R. SEE AS THE U.S.
NUCLEAR REGULATORY COMMISSIONS DAM SAFETY OFFICER This memo is to request your approval of Kenneth R. See as the U.S. Nuclear Regulatory Commission (NRC) Dam Safety Officer (DSO). The functional responsibilities of the DSO are described in SECY-91-0193, Dam Safety Program Plan, (Agencywide Documents Access and Management System Accession No. ML12255A651). The DSO is responsible for ensuring that the NRC, as a matter of policy and actual practice, makes every responsible and prudent effort to ensure dam safety in accordance with applicable NRC regulations. As further described in SECY-91-0193:
- 1. The DSO is appointed by the NRC Executive Director for Operations (EDO) at the recommendation of the Director of NRR and keeps the EDO informed on routine matters of dam safety.
- 2. The DSO reports to the EDO periodically on program status and has direct access to the EDO on dam safety matters, to the extent necessary to execute the responsibilities of the DSO.
As the Director of the Office of Nuclear Reactor Regulation, I nominate Kenneth R. See to succeed Clifford G. Munson, as the NRC DSO. Mr. See currently serves as a Senior Hydrologist in the NRR Division of Engineering and External Hazards.

Mr. See has represented the agency as an expert on complex technical issues that are relevant to hydrology and dam safety as they pertain to nuclear facilities (e.g., the flooding risk reevaluations for the U.S. nuclear power plant fleet following the Japanese Fukushima-Daiichi accident). Mr. See has been an integral member of the NRCs Dam Safety Program since it was transferred to the External Hazards Center of Expertise in 2017. He is a licensed professional engineer in the Commonwealth of Virginia. Given Mr. Sees extensive background and broad understanding of civil engineering related issues, he is well qualified to represent the NRC as the agencys DSO. If you approve Mr. Sees appointment, the Federal Emergency Management Agency (FEMA), which oversees Interagency Committee on Dam Safety (ICODS), should be notified. Enclosed is a proposed designation letter notifying FEMA of Mr. Sees appointment as the NRCs DSO.
