SUMMARY
IN SUPPORT OF THE REVIEW OF THE LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATIONS TO CHANGE SURVEILLANCE INTERVALS TO ACCOMMODATE A 24-MONTH FUEL CYCLE (EPID L-2019-LLA-0249)
Dear Mr. Dietrich:
By letter dated November 8, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19312A110), DTE Energy Company (DTE) submitted the license amendment request (LAR) for Fermi 2, regarding revisions to the technical specifications.
Specifically, the amendments propose to increase certain surveillance requirement intervals from 18 months to 24 months.
After the initial review of DTEs LAR, the U.S. Nuclear Regulatory Commission (NRC) staff determined that a regulatory audit of certain non-docketed documents related to the LAR was required to increase the NRC staffs understanding of the changes requested in the LAR. The audit plan identifying the documentation required for review during the proposed audit was issued by the NRC staffs letter dated April 8, 2020, (ADAMS Accession No. ML20094G814).
Upon confirmation from DTE that all documents had been uploaded in the electronic reading room, a regulatory audit was virtually conducted from April 13, 2020, through May 22, 2020.
The audit team identified that the licensees document DTE-19001, Surveillance Historical Failure Analysis in Support of a 24 Month Fuel Cycle License Amendment Request, Revision 1, dated July 1, 2019, was required to be submitted on docket as its content will be utilized in the NRC staffs evaluation of the LAR.
The audit summary report is provided as an enclosure to this letter.

SUMMARY
TO SUPPORT REVIEW OF THE LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATIONS TO CHANGE SURVEILLANCE INTERVALS TO ACCOMMODATE A 24-MONTH FUEL CYCLE FERMI 2 DOCKET NO. 50-341
1.0 BACKGROUND
By letter dated November 8, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19312A110), DTE Energy Company (DTE or the licensee) submitted a license amendment request (LAR) regarding revisions to the technical specifications (TSs) for Fermi 2. Specifically, the amendment request proposes changes to the TSs to increase certain surveillance requirement intervals from 18 months to 24 months to accommodate a 24-month fuel cycle.
The U.S. Nuclear Regulatory Commission (NRC) staff had determined the need for a regulatory audit in accordance with the Office of Nuclear Reactor Regulation Office Instruction LIC-111, Regulatory Audits, (ADAMS Accession No. ML19226A274), to examine DTEs non-docketed information with the intent to gain a better understanding of the request, to verify information, and to identify information that may require docketing to support the basis of the NRC staffs licensing decision.
The audit was conducted via electronic reading room from April 13 through May 22, 2020. The audit supported the NRC staff review of the licensee's submittal of the LAR.
2.0 AUDIT ACTIVITIES AND OBSERVATIONS The NRC staff requested online access to an initial set of documentation to be reviewed remotely. The following documents were made available by DTE in the electronic reading room:
- 1. DTE-19001, Revision 1, Surveillance Historical Failure Analysis in Support of a 24 Month Fuel Cycle License Amendment Request
- 2. DTE-19003, Revision 0, 24-Month Surveillance Extension Project Instrument Drift Summary Report
- 3. Technical Specification Bases, Revision 83
- 4. Updated Final Safety Analysis Report (UFSAR), Revision 22 3.0 AUDIT TEAM The audit team consisted of the following NRC staff:
Mr. Derek Scully, Reactor Systems Engineer - Team Leader Mr. Wendell Morton, Electronics Engineer Mr. Khoi Nguyen, Electrical Engineer Mr. Syed Haider, Nuclear Engineer Ms. Caroline Tilton, Safety and Plant Systems Engineer Mr. Surinder Arora, Project Manager All members of the audit team were authorized access to the electronic reading room by using their individual login credentials.
4.0 CONCLUSION
At the conclusion of the audit, the team recomended that the historical failure analysis documented in DTE-19001, Revision 1, Surveillance Historical Failure Analysis in Support of a 24 Month Fuel Cycle License Amendment Request, should be referenced in the NRC staffs safety evaluation (SE) for this amendment. The audit team recommended that DTE should submit this analysis report on docket so that the NRC staff can use its content in the SE. Accordingly, DTE was informed of the staffs need to obtain the failure analysis report on the docket. As an action from this audit, DTE letter dated June 23, 2020 (ADAMS Accession No. ML20175A788) submitted the report. With that, there are no outstanding items from the audit.
During the audit, the NRC staff did not make any regulatory decisions regarding the proposed LAR.
