. DAVIS-BESSE INSPECTION REPORT 50-346/98013(DRP)
Dear Mr. Wood:
On August 7,1998, the NRC completed an inspection at your Cavis-Besse site. The enclosed
report presents the results of that inspection.
During the 6-week period covered by this inspection report, your conduct of activities at the
Davis-Besse facility was characterized by safety-conscious operations and conservative
decision-making. Your staff was challenged throughout the inspection period and generally
performed very well. At the beginning of the period, operators reacted conservatively and
efficiently by ensuring the plant was in a stable condition following a loss of offsite power caused
by a tomado which touched down in the vicinity of the plant. Conservative decisions delaying
reactor restart and then to shut down the reactor on two occasions were made to reduce
secondary system sulfate levels. Although some operator performance issues conceming
. attention-to-detail during the reactor restarts are noted in the report, operators generally
performed very well during the reactor restarts and shutdowns.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosures will be placed in the NRC Public Document Room.
