Dear Mr. Keiser:

On March 20,1998, the NRC's Office of Investigation (01) initiated an investigation to determine whether reactor operator applicants for Hope Creek Generating Station had submitted NRC Forms 398 to the NRC with false information relative to the number of significant control manipulations completed. The investigation also sought to determine whether the applicants successfully completed PSE&G's Systems Approach to Training program regarding on-shift hours.

Based on the evidence developed during the investigation, 01 could not substantiate that-there was any intent by the applicants or licensee training management to deceive the NRC i

regarding the number of manipulations completed by the applicants. Additionally, the l-investigation concluded that applicants had completed program requirements'for on-shift time, which is documented by the applicants' qualification cards. The 01 investigation, documented in 01 Report No. 2-98-008, was completed on June 25,1998. A copy of the

~ synopsis of the 01 report is enclosed.
