l Toledo Edison Company (TED).has made configuration control related I

commitments in Generic Letter (GL) 83-28 responses, Inspection and Enforcement Violation responses, Licensee Event Reports, the Davis-Besse Course of Action (COA) and as a result of the Systems Review and Testing Program (SRTP).- Actions being taken to fulfill these commitments are encompassed by the Configuration Management Program.

The development and implementation of the Configuration Management Program (CMP) was hindered by the restart effort resulting from the June 9, 1985 event. This restart effort evolved into a greater task than initially envisioned when the C4P was scheduled for completion in December,1987.

This affected the CMP by limiting plant access for conducting plant walkdowns and reducing the engineering support available for the review of various CMP products. The scope of some tasks were initially underestimated.

Also, during the development of the initial schedule,.it was not fully understood that the initiation of some tasks were dependent upon the completion of others.

The methodology and processes used'to control the plant's configuration have been enhanced through the modification of procedures that control changes to the plant and/or its documentation.

Several additional programmatic enhancements will be implemented procedurally by January 31, 1988. The CMP will then be entering into a transition period where the products developed to aid configuration control are turned over-to the TED line organization for use and.long term maintenance. The current status and schedule for-the individual products of the CMP are provided in the attachment.

Page 2 STATUS OF CMP TASKS The status of tasks initiated to meet the objectives of the CMP are listed

-below:

1. Development of System Descriptions (SDs)

Currently, 51-SDs (actually 76 different documents) are being developed

by Toledo Edison (TED) vendors. TED has completed review of the initial drafts for 26 SDs and 8 more are currently in the review process.

TED had planned to complete the design basis sectionsoof the SDs by.May, 1988,'but the fifth refueling outage, commencing in. February 1988,'is expected to cause a'four month slip to September, 1988. In addition, two SDs (Decay. Heat and Reactor Coolant) areLnot scheduled for completion until December of'1988.

2. Vendor Technical Manual Review Approximately 3500 unique vendor manuals were identified from about 12,000 vendor manuals collected. Physical and inventory controls were established for the unique manuals. TED is currently reviewing these manuals against data collected during plant walkdowns to validate the applicability'and currency of these manuals.

Our initial target date for completion of the vendor technical manual review was 12/31/87. During the initial stages of this review, TED concluded that it would be more efficient to delay the review until the component level equipment data base (DBCES) was completed. Consequently, TED decided to review only the high priority (i.e., station requests) vendor manuals in 1987 and the remaining manuals in 1988. This task is expected to be completed by October 31, 1988. After completion of this review, the vendor test recommendations identified will be evaluated and incorporated into surveillance and periodic test procedures where appropriate by the system engineers. This will take approximately 4 months (estimated completion in February 1989).

3. Plant Walkdowns

'The walkdowns were completed July 31, 1987. Nameplates for approximately 45,000 components were recorded as a result of this effort (versus an initial planning' estimate of approximately 37,000 components). Review of the walkdown data and turnover of the data for entry into the equipment data base was completed in September 1987. Discrepancies identified between the actual plant configuration and the plant drawings are being resolved through Toledo Edison',s Potential Condition Adverse to Quality (PCAQ) and Request For Assistance (RFA) programs (completion expected by December 1988).

4. Equipment' Data' Base

The CMEF will be superseded by the computerized equipment database, Davis-Besse Configuration-Equipment Summary (DBCES)[ as it is phased in on a system by system basis. The-DBCES is being developed to provide a centralized system for storing, maintaining, and retrieving information either:directly.through the DBCES or indirectly.through other interfacing programs. JThe scheduled completion for the data entry phase is December 31, 1987,-Final' data review by System Engineers and data cleanup will'

-i carry into the first-quarter of 1988 with all activities-complete by-March 31,-1988..

5.' Design Criteria Manual'(DCM)

A DCM-is being developed to identify and describe the design criteria,-

along with the basis for.the design criteria, of plant components, systems and structures. The DCM is being prepared by Bechtel Power Corporation'under the direction of the TED Design Engineering Department.

The. initial completion.date was December 31, 1987 but due to' engineering support being diverted to support 5th Refueling Outage activities, DCM completion is not expected until April 15, 1988.

6. Spare Parts Project The current committed schedule to complete spare parts review for the 34l System Review'and Test Program (SRTP) systems is December 31,.1987.

The scope of the. spare parts program has recently been reviewed and revised to include the entire plant. Spare parts evaluation includes identification of spare parts and preparation of the necessary specif1-cations for procurement..

The effort is now expected to be completed by March 31, 1990.

In parallel, the stocked spare parts inventory is being augmented as technical information becomes available. This schedule is contingent upou' completion of supporting CMP products by their scheduled dates

Currently, approximately 14,000 components have been evaluated.

Approximately one half of'those reviewed are safety related.
