TSR 2.1.3.15 Receiving Cylinder Fill Weights l

Significance Determination l

The United States Enrichment Corporation (USEC) has reviewed the proposed changes associated l

with this certificate amendment request and provides the following Significance Determination for consideration.

l l

1.

No Significant Decrease in the Effectiveness of the Plant's Safety. Safeguards or Security Programs i

The proposed change does not affect any of the plant's safety, safeguards or security programs due to the fact that specific UF cylinder fill weights are not contained in these programs.

Therefore, there is no decrease in the effectiveness in the plant's safety, safeguards, or security programs as a result of the proposed change.

2.

No Significant Change to Any Conditions to the Certificate of Comnliance I

None of the Conditions to the Certificate of Compliance for Operation of Gaseous Diffusion Plants (GDP-2) specifically address specific UF cylinder fill weights. Thus, the proposed 6

change will have no impact on any of the Conditions to the Certificate of Compliance.

3.

No Significant Change to Any Condition of the Annroved Comnliance Plan The changes related to specific UF. cylinder fill weights has not been addressed by the

)

Compliance Plan nor by any conditions to the Compliance Plan. Thus, the proposed changes have no impact on any condition of the approved Compliance Plan.

4.

No Significant Increase in the Probability of Occurrence or Consequences of Previousiv Evaluated Accidents SAR Section 4.2.2.6 for the X-345 HASA regulated by DOE discusses UF releases involving 6

high assay sampling operations. Ilowever, none of the autoclave accident scenarios discussed in SAR 4.2.3.1 make any reference, nor take credit for cylinder fill limits as either an accident initiator or mitigator. The cylinder void volume remains the same for the 8-inch cylinders but is increased for the 5 and 10-inch cylinders as a result of these changes and therefore will reduce the probability of a hydraulic rupture of the cylinder. SAR Section 4.2 discusses UF6 releases involving X-345 HASA and X-340 Complex autoclave feed, sampling and transfer operations. None of the autoclave accident scenarios discussed make any reference nor take credit for cylinder fill weights for consequence mitigation. The release scenarios for the X-345 HASA are bounded by the rupture of a 12-inch liquid UF cylinder which exceeds any of the 6

fill weights in question for the 5,8 and 10-inch cylinders. Since the cylinder fill limits remain either unchanged or decreased and there is no increase in the frequency of postulated UF6 releases of any accident

No Significant Increase in the Probability of Occurrence or Conscauences of Previously Evaluated Accidents (continued) described in the SAR, there are no increases in the consequences of an accident previously evaluated in the SAR. Therefore, the proposed change will not cause any increase in the probability of occurrence or consequences of previously evaluated accidents.

5.

No New or Different Tyne of Accident l

1 The correction and/or the reduction in the administrative cylinder fill limits will not create the possibility of an accident of a different type than any previously evaluated in the SAR.

6.

No Significant Reduction in Margins of Safety These proposed changes either correct the administrative cylinder fill limits to their proper values and/or they reduce the cylinder fill limits such that the cylinder void volume is increased, thereby reducing the potential for a hydraulic rupture of the cylinder. The margin of safety as defined in the supporting bases documents for any TSR is increased due to these changes.

No Significant Decrease in the Effectiveness of Any Programs or Plans Contained in the Certificate Annlication The change to the administrative cylinder fill limits will not result in a change to any of the

programs or plans contained in the Certificate Application. Therefore, the proposed change will result in no decrease in the effectiveness of any programs or plans contained in the Certificate Application.

8.

The Pronosed Changes do not Result in Undue Risk to 1) Public Ilealth and Safety. 2)

Common Defense and Security. and 3) the Environment The proposed changes do not increase the potential or consequences of any accident analyzed in the SAR and therefore will not result in any undue risk to the public health and safety. In addition, this change has no impact on plant effluents or on the programs and plans in place to implement physical security. Consequently the correcting of the administrative cylinder fill limits to their proper values will not pose any undue risk to the public health and safety, i

No_Significantlncrease in Individual or Cumulative _ Occupational RadiationExposure The consequences of a UF release associated with any postulated accident currently 6

indentified in the SAR will not increase as a result of correcting the administrative cylinder fill limits to their proper values in TSR 2.1.3.15. This change does not increase the l

probability of a UF release in an autoclave. The proposed change will not affect the 6

radiological protection program actions in place to minimize occupational exposures.

Therefore, there is no significant increase in individual or cumulative occupational radiation exposure as a result of this proposed change.

l This change does not involve a plant modification and, therefore, will not impact construction.
