Reply to Notice of Violation Gentlemen:
This reply is in response to the Notice of V'.olation contained in Reference'(b) pertaining to the qualification of electric equipment at Maine Yankee.
Our reply follows the violation which has been repeated below for completeness.
Violation 10 CFR 50.49 paragraphs (f) and (g) require that each item of electrical equipment important to safety be qualified and that qualification must be completed at a time no later than November 30, 1985.
I Contrary to the above, on July 24, 1987, the qualification of Veam-Litton connectors was not established at the time of this inspection in that (1) the data of the type test results could not be provided at the time of the inspection to verify the qualification of the connectors used for thermocouple circuits, and (2) there was no similarity analysis between the tested specimens and the installed connectors in the qualification file.
This is a Severity Level IV violation (Supplement 1).

United States Nuclear Regulatory Commission Page Two Attention: Document Control Desk MN-87-139 Maine Yankee Resoonse The Litton-Veam Qualification Documentation Review (QDR) Package 3168 was revised and issued on October 30, 1987. The revised QDR contains a detailed similarity analysis, as well as a letter from the manufacturer confirming the similarity between the test specimens and the installed connector assemblies, that documents the qualification of the Litton-Veam connectors.
With. regard to the apparent. lack of test data for the connectors in the QDR, it is our understanding that the inspectors questioned the validity of the thermocouple connector data contained in Test Report No. 558-1657 (pp. C-8 through C-10) because the input and output recordings were the same at all temperature values, indicating 1001. accuracy of the thermocouple that were presumed to be used.
As described in Appendix III of the above referenced test report, thermocouple were not used in the test; thermocouple connector assemblies were connected to a thermocouple calibrator on one end and a temperature indicator on the other. Thus., the input and output test data were unaffected by the commonly observed variations in thermocouple accuracy over wide temperature ranges.
The possibility of an inadequate similarity analysis in the QDR was identified prior to the inspection and we were in the process of updating the QDR to include a detailed similarity analysis report. Completion of the planned revisions to the existing QDRs should prevent a recurrence of this discrepancy in the documentation of qualified electrical equipment important to safety.
Full compliance was achieved on October 30, 1987.
