1 Pursuant to the provisions of 10 CFR S 2.762(a), Long Island Lighting Company notes its appeal from the December 7,1987 Partial Initial Decision (LBP-87-32), of the ,

i Atomic Safety and Licensing Board on Contentions EX 15, EX 16 and EX 21 in the above-captioned proceeding. Those contentions deal with the adequacy of the scope of the FEMA-graded offsite emergency preparedness exercise conducted for the Shoreham plant on February 13, 1986. The presently ' intended scope of LILCO's appeal is stated below.

1 LBP-87-32 holds that the " full participation exercise" required periodically by I

10 CFR Part 50 Appendix E,1 IV.F.1 for all operating plants imposes different, and higher, requirements for first-time offsite exercises than for subsequent ones, s_ee LBP-87-32 at 10-21 (slip op.). That holding, as implemented in the decision, raises both major and novel questions of law, policy and procedure with potentially profound im-pacts for the remainder of the Shoreham licensing proceeding, for other proceedings, and for the structure of NRC-FEMA conduct of exercises.
