' Westinghouse AP600 Design Assurance Review
~
Objective As part of the Westinghouse oversight of the safety analysis documentation for the AP600 program, a design assurance review was performed. The objective was to assess (via samp the adequacy of the AP600 safety analysis documents supporting Chapter 15 and the containment analysis portion of Chapter 6 of the SSAR to satisfy the provisions of Appendix B in 10 CFR 50. This review was conducted in accordance with the AP600 Design Assurance l
Review Plan defined in the February 10,1998 letter DCP/DCP0343 from R.M. Viluk to the AP600 Project, and the procedure plan given in the February 12,1998 letter DCP/WMS 1134 from W.S. LaPay to the established AP600 design assurance review team.

Scope of Review As noted in the objective, the review focused on the safety related calculations that form the l
basis for Chapter 15 and the containment analysis portion of Chapter 6 of the SSAR.
Therefore, the scope of the review included six items:
- 1) Large LOCA
- 2) SmallBreakLOCA
- 3) Non-LOCA Analysis
- 4) Containment Analysis
- 5) Long Term Cooling
- 6) RadiologicalEffects Associated with each are three distinct areas that were evaluated:
- 1) Pla$Configurationinput
- 2) Analysis
- 3) Computer Code Validation & Verification (V&V)
Four computer programs were included in the scope. They are: WCOBRA/ TRAC; NOTRUMP; LOFTRAN; and WGOTHIC l

The review team was established as an independent group drawing on technical experts from I
within and outside of Westinghouse. It was assembled to represent all major %chnical disciplines. The team members were asked to review documents within their areas of i

The review process consisted of the following steps:

- 8. Characterize and document reviews Sample Focus The process / procedure used to select the sample population was based on recognizing:
similarities in the analysis areas o
that small break input is similar to input for large break and non-LOCA analyses o
the importance of analysis in all categories o
that the radiological analysis does not have a unique input or computer mde, and that o
industry standards are used it was important to assure that the sample population selected safety analysis calculations that were unique to the AP600 plant design. Further, the calculation packages available for review should allow the reviewer to identify and evaluate any errors that could propagate through the cnalysis. Therefore, past revisions were also reviewed in some areas.
Based on the above rationale, the sample selection was based on the matrix shown in Table 1.

As seen from Table 1, all four computer programs that are used for the Chapter 6 (containment systems) and Chapter 15 SSAR results were included in the review. The programs are:
WCOBRATTRAC; LOFTRAN; NOTRUMP; and WGOTHIC. In the review of the computer programs (Validation & Verification, V&V), two types of reviews were performed. One review was performed of sample calculations that were associated with the computer program V&V, the other was a " global" review to determine if the proper V&V review process and procedures were employed.
Sample Size and Statistical Basis A sample size was developed based on the areas identified in bection 5 and the population of available supporting documentation.
Using the review focus matrix as given in Table 1, safety related calculations were initially identified. The sample size was increased to a total number of 55 safety related calculations, eighteen software documentation packages, and 22 LOCA related Design Change Proposals

I (DCPs). The increased population of samples was needed so that the reviewers could adequately perform vertical slices, review to assure completeness, and assess potential i
propagation of errors. This population does not include calculation revisions that were also included. The safety calculations selected for review, with the reviewer identified, are listed in Table 2.
l The adequacy of the sample size is assessed based on the confidence interval for the estimate

of the probability of occurrence of a significant observation or finding in the independent review.

To define a sample size,it is assumed that 2 to 3% of the documents may have significant potentialissues. An error band of similar magnitude is assumed around the probability p. A sample size from 50 to 75 was then established using the formula above with a confidence level of 90%. A sample size of 73 was used excluding DCPs and calculation revisions.

- Each of the participating team members that were reviewing the safety related calculatka l

- 5) Verification of computer codes, macros, and error reports i
- 6) Adequacy and clarity of documentation
- 7) Accuracy of portions of the analysis calculation selected for review i
Reviewers were required to document conclusions or observations related to any of the above items, or that it was not possible to make any statement due to content of the calculation selected for review. Reviewers contacted the responsible engineer and/or verifier when i
necessary for clarifmation or to address questions.
A review was performed from a general perspective to determine if the overall software i
documentation necessary for a V&V code was on file. The purpose of this review was to i
determine whether the documentation for WCOBRA/ TRAC, NOTRUMP (Versions 32,33),
LOFTRAN AP (Version 1.8), and WGOTHlO (Version 4.2) conforms to the applicable Quality Assurance Procedures for computer software development. There was no attempt to evaluate correctness of technical information such as equations, source coding or numerical results.
The technical reviews were performed as part of a technical V&V review of the documents identified in Table 2. Emphasis of the software documentation review was on being able to track the connectivity from functional specifications to validation documentation to the program

Upon completion of a review, each reviewer provided documentation in the form of worksheets and report.

Summary in the design assurance review, potentially significant technical and documentation quality issues were identified and summarized in Table 3 for the documents reviewed. Other comments made by the reviewers are considered to be suggestions for improvements and good practices. The individual review team reports should be studied by the AP600 responsible design groups since they contain additional recommendations to improve the documents, identification of conservatism in the design, and improvements for future consideration
