Core Operating Limits Report Cooper Nuclear Station NRC Docket No. 50-298, DPR-46 Gentlemen:
Cooper Nuclear Station (CNS) Improved Technical Specification (ITS) 5.6.5 requires that core operating limits be documented in the Core Operating Limits Report (COLR) and be submitted to the NRC prior to each reload cycle for changes to the following cycle specific parameters:
1.
The Average P'anar Linear Heat Generation Rate (APLHGR) 2.
The Minimum Critical Power Ratio (MCPR) 3.
The Rod Block Menitor Upscale Setpoint 4.
The power / flow map dehing the Stability Exclusion Region For the remainder of Cycle 18 operations implementing ITS at CNS, changes have been made to the operating limits for APLIIGR, and rod block monitor upscale setpoints. Consequently, the

COLR has been updated and it is being submitted as an attachment to this letter. The power / flow map defining the Stability Exclusion Region is included in Figure 12 of the COLR.
l In accordance with 10 CFR 50.4 (b) (1), we are enclosing one original of the revised COLR for your use, and are transmitting one copy to the Regional Office, and one copy to the NRC Resident Inspector for CNS.
