This letter is in response to your request of November 19, 1987, for Commonwealth Edison (CECO) authorization to release proprietary information associated with the LaSalle Risk Study.
Batelle is authorized to utilize LaSalle plant information only for the proposed source Term Code Package (STCP) analysis of LaSalle Unit 2; the l
results of which are to be provided to Ceco prior to general release under I
RMIEP auspices through Sandia as part of the NRC's comparison of MELCOR results I
with the STCP results. This release is to be governed by the plant information provisions in the CECO - NRC letter of agreement for LaSalle participation in RMIEP. The protection of proprietary information identified by CECO for protective custody and controlled distribution is to be strictly observed to protect the interests of CECO and associated commercial companies. Transfer from Sandia Laboratory (RMIEP Division 6412) directly to Dr. Mark Leonard of Battelle (Columbus) is authorized with Ceco - NRC acknowledgement of the applicability of the governing agreement.
As noted in your letter, CECO has also agreed to support additional benchmarking efforts being undertaken by the Swedish Nuclear Power Inspectorate (SKI) and EPHI. This letter may also be considered CECO's authorization for release of the LaSalle plant information to those organizations, subject to the same agreement provisions.
The significance of PRA back-end analysis is becoming more apparent as time goes by.
CECO's participation in these benchmark activities is an indication of our interest in obtaining realistic and useful information which will increase understanding and enhance safety appraisals.
