Dear Mr. Flowers:
I an responding to your letter of Decenber 17, 1937 and to-your-earlier letter of December 2 in which you requested clarification of the nroner export
]
licensinq jurisdiction for the GE Nuclear Measuronent Analysis and Control Instrumentation (NUMAC).
We provided the description and. documentation for the NUMAC instrument to the Department of Commerce for review. We, also, reviewed the documentation.

is our opinion that the NUMAC instrument meets the criteria for conoonent licensing of the NRC. The Deoartment of Commerce aqrees with this' determination.
Consequently, you should be quided by the export regulations i
l for nuclear material set out in 10 CFR 110, particularly 10 CFR 110.3.110.26 and 110.42 (b).
For export purnoses you should consider the qeneral license provisions, the facility (XR) license provisions and, where' thev are not'.
aopronriate, you miqht consider specific licensina provisions for comoonents (XCOM).
