SUBJECT:
COMNJD-98-005 - ATOMIC SAFETY AND LICENSING BOARD PANEL The Commission agrees that together the Commission has taken several steps recently toward enhancement of the NRC's adjudicatory processes including issuance of the Statement of Policy on Conduct of Adjudicatory Proceedings, and an order referring a petition for intervention and request for hearing to the Atomic Safety and Licensing Board Panel (ASLBP) on the license renewal application fdr the Calvert Cliffs plant. The Commission believes that policy statements and orders are the appropriate mechanisms for carrying out its supervisory role over the NRC adjudicatory process and provide adequate met ns to set forth guidante to the ASLBP; therefore, the Commission believes a meeting with the ASLBP is not necessary to accomplish this purpose.
