l 7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION l

PACIFIC GAS AND ELECTRIC COMPANY DIABLO CANYON NUCLEAR POWER PLANT DOCKET NOS. 50-275 AND 50-323_

ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT

" he,U.S. Nuclear Regulatory Comission (the Commission) is considering issuance of an exemption from the requirements of 10 CFR Part 20, Appendix A, footnote d-2(c), to Pacific Gas & Electric Company, who holds Facility Operating License Nos. DPR-80 and DPR-82, which authorize operation of Diablo Canyon Nuclear Power Plant, Unit Nos. I and 2.

Units 1and2(thefacilities) are pressurized water reactors located in San Luis Obispo County, California.

ENVIRONMENTAL ASSESSMENT Identification of the Proposed Action: The exemption from 10 CFR Part 20 would allow the use of a radiciodine protection factor of 50 for MSA GMR-I canisters at Diablo Canyon, Units 1 and 2.

The Need for the Proposed Action: The exemption is needed to facilitate refueling operations at Diablo Canyon by reducing the time and person-rem exposure required to complete tasks that require respiratory protection.

Environmental Impacts of the Proposed Action: There are no significant environmental impacts of the proposed action. The proposed exemption involves a change in the installation or use of a facility component located within the J 229 @ JY XA

l 2-

)

5 restricted area as defined in 10 CFR Part 20. The staff has determined that the proposed exemption involves no significant change in the types and no significant change in the amounts of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure.

With regard to potential nonradiological impacts, the proposed exemption involves systems located entirely within the restricted areas as defined in 10 CFR Part 20.

It does not affect nonradiological plant effluents and has no other environmental impact. Therefore, the Comission concludes that there are no s'ignificant nonradiological environmental impacts associated with the proposed exemption.

Alternative to the Proposed Action: We have concluded that there is no measurable environmental impact associated with the proposed exemption. The principal alternative would be to deny the requested exemption. This would not reduce environmental impacts of plant operation, and would not allow the licensee to reduce radiation exposures to plant workers as explained in the application.

Alternative Use Of Resources: This action does not involve the use of resources not previously considered in connection with the " Final Environmental Statement Related to the Nuclear Generating Station Diablo Canyon Units 1 and 2" dated May 1973, and the " Addendum to the Final Environmental Statement for the Operation of the Diablo Canyon Nuclear Plant, Units 1 and 2,"

dated May 1976.

Agencies and Persons Consulted: The NRC staff reviewed the licensee's request and did not consult other agencies or pers'ons.

l g

FINDING 0F N0 SIGNIFICANT IMPACT Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment. Therefore, the Commission has determined not to prepare an environmental impact statement for the proposed exemption.

For further details with respect to this action, see the application for exemption dated April 18, 1986 and supplemental information provided by letter dated July 15, 1986, which are available for public inspection at the
