Dear Mr. Montville:
l Your letter of November 23, 1987 to Chairman Zech has been referred to me for reply.
In your letter, you indicated that a worker at the Seabrook Nuclear Power Plant reported "a massive internal corrosion problem that is effectively weakening the various pipino and cooling systems at the plant." You wanted the NRC "to verify or dispel this information." You also indicated that you had contacted the Employee's Legal Project (ELP) concerning this matter.
As you may be aware, the NRC has had a number of contacts with ELP concerning conditions at Seabrook. The concern you raise regarding corrosion problems will be' handled in accordance with NRC procedures, as provided in NRC Manual Chapter and Appendix 0517, Management of Allegations.
During a telephone conversation on November 23, 1987, the NRC resident inspector at Seabrook Station informed you of a specific corrosion problem in the non-nuclear safety-related piping. The piping has been inspected and is

.still being tracked as an NRC inspection item. We understand, however, that you were not able to give the inspector information of sufficient detail to determine whether your concern is the same as the item already being tracked by our inspectors. You were also asked to put us in contact with the individual who raised these concerns to you. As indicated, if we are to effectively address this allegation, we require more specific information. Our inspector's understanding was that you will contact him with a response to this request.
