i SUPPORTING STATEMENT FOR NMSS CASELOAD PLANNING SURVEY Justification Need for and Agency Use of Information The Office of Nuclear Material Safety and Safeguards (NMSS) requests information each year from current and potential licensees about their plans to submit license review requests to the NRC, to assist NMSS in preparing a caseload forecast prior to budget formulation.

The HMSS caseload forecast serves as the single agency source for planning projections for licensing for all domestic activities regulated by the NRC except reactors.

The information collected is reviewed, tabulated, and summarized by type of application request, proposed activity and estimated application submittal date. The summary is not published but serves as the back-up for the planning projections (numbers of cases by program area) which are set forth in a document issued to appropriate NRC offices by the Office of Nuclear Material Safety and Safeguards.

systems to prepare and submit required information.

1 Effort to Identify Duplication The Federal Information Locator System was searched to determine NRC and other Federal agency duplication.

None was found.

Effort to Use Similar Information There is no similar information available to the NRC.

Effort to Reduce Small Business Burden The majority of the suppliers of nuclear fuel and associated services needed for the nuclear power industry are not small businesses.

However, some com-panies in the survey may be small businesses.

Small businesses typically don't have as many operations subject to NRC licensing as large businesses.

There-fore, the burden is not as great because they have less information to submit in response to the survey.

Consequences of Less Frequent Collection The data is requested annually (normally in December of each year).

A response is requested within 45 days.

After the responses are tabulated, the summary data is reviewed by the staff of 7ppropriate NRC offices.

The caseload fore-cast document is issued about April each year.

Collection of the information less frequently would not permit NRC to make accurate caseload projections needed for budget planning.

Circumstances Which Justify Variation from OMB Guidelines There are no variations from OMB Guidelines.

Consultations Outside the Agency There have been no outside consultations since the previous clearance.

None, except for proprietary information.

Estimate of Compliance Burden Information is requested from approximately 100 current and potential NRC licensees under 10 CFR Parts 40, 70, 71 and 72, primarily suppliers of nuclear fuel and associated services needed for the nuclear power industry.

Since responses are voluntary, the response rate is about 70 percent.
