SUBJECT:

SUMMARY

OF NUMARC - NRC MEETING TO DISCUSS FOLLOWUP EFFORTS FOR MOTOR OPERATED VALVE HYDRAULIC LOCKUP DUE TO GREASE IN THE SPPING PACK

On December 10, 1986, the ED0 requested that HUMARC take the lead for industry initiatives to address motor operated valve (MOV) performance and reliability problems.

Subsequently, AE0D report E702, which identified MOV failures due to hydraulic lockup from grease in the spring pack, was forwarded in March 1987 to NUMARC for information and INP0 for review. Continued AEOD review of operating experience has identified additional events that indicate hydraulic lockup is more widespread than was evident in E702. Therefore, AEOD met with NUMARC on December 18, 1987 to discuss recent information about MOV hydraulic lockup. A list of meeting attendees is enclosed.

At the meeting, NRC staff briefed NUMARC about recent MOV hydraulic lockup events and requested that NUMARC incorporate this task into the overall industry pro-gram for early action and resolution. We provided NUMARC with licensee and vendor contacts who would discuss detailed information about the phenomenon and who could be helpful resources for timely action. The meeting was concluded with a NUMARC commitment to contact AE00 in approximately one month (late January 1988) to discuss findings and proposed actions.
