SUMMARY

OF THE AUGUST 14,1998, MEETING WITH THE NUCLEAR ENERGY INSTITUTE TO DISCUSS OPTIONS FOR REVISING THE REGULATORY OVERSIGHT PROCESS A meeting was held on August 14,1998, during which the industry and the NRC discussed methods for developing improvements to the performance assessment and regulatory oversight processes. The agenda used for the meeting and the list of participants are attached.

The meeting was opened by F. Gillespie, NRR, who welcomed all attendees and provided opening comments. The schedule for continued development of improvements to the performance assessment process was then reviewed by M. Johnson, NRR. Mr. Johnson also discussed the tentative agenda developed by the NRC for the performance assessment improvement public workshop, scheduled for September 28 to October 1,1998. Both the schedule of future activities and the tentative agenda for the workshop are attached.

Several key aspects of the proposed workshop agenda were reviewed with the meeting participants. One of the initial products of the workshop will be to develop a regulatory oversight model which identifies the " cornerstones" against which licensee performance should be assessed to ensure adequate protection of public health and safety. After the " cornerstone" framework is developed, workshop participants will address fundamental issues in breakout sessions in order to develop the attributes for an improved assessment process. These attributes will then be used by the workshop participants to develop specific details for each

" cornerstone". During this discussion, S. Mays, AEOD, handed out and briefly discussed information regarding work done by the NRC to develop potential risk-based performance indicators. General feedback from the meeting participants was that the " cornerstone" approach and fundamental issues were appropriate for discussion at the workshop. Both the "comerstone" approach and potential risk-based indicators are attached.

Additional public meetings between the Nuclear Energy institute (NEI) and the NRC were

. tentatively scheduled for September 1998 to (1) obtain further feedback on the " cornerstone" framework and the fundamental issues, (2) discuss the results of NEl work to validate performance indicators, and (3) complete preparations to support the September 28 to October 1,1998, workshop.
