8/7/98 COMMENT RESOLUTION in their vote sheets, Chairman Jackson and Commissioner McGaffigan approved publication of the proposed rule for public comment. Commissioner Diaz approved publication of the proposed rule, but also requested that the staff solicit comments on the effect of delegating responsibility for initial decisions on certificate amendment 1
l requests for gaseous diffusion plants to the Branch Chief level. He also requested that the rule require publication of applications for renewal or amendment of gaseous diffusion plant certificates of compliance be published in the Federal Reaister.
Subsequently, the comments of the Commission were incorporated into the guidance to staff, which did not include Commissioner Diaz' additional comments, as reflected in the SRM issued on August 21,1998.
