Dear Mr. Austin:
On November 17 and 18, 1987, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC. These meetings are conducted biannually to focus NRC resources on those plants and related issues of greatest safety significance. At this meeting the Peach Bottom facility was categorized as requiring substantial improvement. NRC places plants in this s
category that have experienced degradation in performance, and for which the licensee has yet to fully establish and implement a viable program for correcting the problems. These plants are shutdown and will require NRC review and approval for startup. Based on Peach Bottom being in this category, prior to approval for startup, the Philadelphia Electric Company will have to establish an acceptable program to ensure substantial improvement in plant l
performance.
A summary of NRC discussions held relating to Peach Bottom is provided below:
The status of review of the licensee's Commitment to Excellence Action Plan (submitted August 7, 1987 in response to the March 31, 1987 shutdown order) was discussed. This included NRC concerns regarding ineffective corporate oversight of Peach Bottom operation and inconsistencies in the licensee's plan that led to the October 8,1987 termination of the NRC review. The licensee is delaying submittal of the revised Commitment to Excellence Plan to address NRC l
concerns. The corporate reorganization made public by the company was discussed with no conclusion as to its adequacy. The staff's approach to evaluation of individual operator past performance and the effectiveness of the licensee's rehabilitation program was outlined.
It was noted that staff review related to individual operators was being delayed until after the licensee completes its rehabilitation program and finalizes its decisions on individual operators.
Because of uncertainty in licensee submittal schedules and past experience with the quality of submittals, no projected schedule for a Commission restart decision was estimated by staff.
