Dear. Congressman Thomas:

We apologize for the delay in resp'onding to your letter of May 20, 1987, requesting that you be kept informed of communication with your constituent, Ms. Kathy W. Brinson regarding concern; she raised in a letter to you. We replied directly to Ms. Brinson by letter dated. June 15, 1987 (copy enclosed) regarding her concern related to a rule change dealing with. emergency planning for nuclear power plants.c.However, we did not provide the specific infor-mation she requested regarding.the future of the_Vogtle Electric Generating Plant (VEGP) and its costs. In this letter we are providing that information.

for your consideration..

-On March 16, 1987, VEGP. Unit.1 received a full-power operating license from the NRC for just under 40 years duration. NRC is considering the license application for VEGP Unit 2. The estimated construction completion date for VEGP Unit 2 is February 1989. The estimated total cost of VEGP Units 1 and 2 is $8.7. billion.

With regard to emergency planning, we note that state and local governments are participating in the Emergency Plan for'VEGP, and the Emergency Plan for VEGP has been found acceptable. Periodic drills will be conducted.to ensure that an acceptable level of emergency preparedness is maintained'for VGEP.

. When considering a license application, NRC conducts extensive technical and -

environmental reviews. The technical review for VEGP Units 1 and 2 is docu-mented in NUREG-1137, " Safety Evaluation Report Related to the Operation of Vogtle Electric Generating Plant, Units 1 and 2," and the supplements to NUREG-1137. The environmental review is documented in NUREG-1087, " Final Environmental Statement Related to the Operation of Vogtle Electric Generating.

Plant, Units'l and.2." A' hearing was held before an Atomic Safety and  !

Licensing Board (ASLB) regarding-issuance of an operating license for VEGP.

The ASLB issued its Partial' Initial Decision and the Concluding Partial Initial Decision on August 27 and December-23, 1986, respectively, regarding the facility and the satisfaction of conditions imposed on it.

Documents regarding VEGP, including those listed above, are available for inspection at the local'Public Document Room at the Burke County Library, 4th Street, Waynesboro, Georgia 30830.
