Associate Director for Projects Philips Bldg.

7920 Norfolk Avenue Bethesda, MD 20014 L DOCKET 50-312 RANCHO SEC0 NUCLEAR GENERATING STATION LICENSE NO. DPR-54 CORRECTIONS REQUESTED FOR AMENDMENT NOS. 87 AND 89

Dear Mr. Miraglia:

While incorporating recent NRC approved Technical Specification Amendments into our Technical Specifications Manuals, two errors were noted. These errors are described below:

1. Figures 3.5.4-1, -2, and -3, with previously unnumbered pages, were submitted as pages 3-38a, b and c, respectively, in Proposed Amendment No.

139. NRC's approval, as Amendment No. 87, shows these corresponding pages as 3-37d, e and f.

Since Figures 3.5.4-1, -2 and -3 are discussed on page 3-38, it is considered appropriate for the figures to follow page 3-38.

Noting that pages 3-38a, b, and c are already in use for Specification 3.5.5, it is proposed that these three pages be renumbered as pages 3-38d, e, and f, and that the page reference for Section 3.5.5 on page iii of the Table of Contents be changed from 3-38a to 3-38d (see attached).

2. Proposed Amendment No.121 ( Amendment No. 88) consisted solely of a change to Specification 4.5.2.1B on page 4-29. In the District's submittal of Proposed Amendment No.121, Specifications 4.5.2.1 A.2 and 4.5.2.1 A.3 were inexplicably reversed, i.e., the Specification beginning with the words

" Air will be ...," should be Specification 4.5.2.1 A.3, and the Specification beginning with the words "The test will be ...," should be Specific 3 tion 4.5.2.1 A.2. This error, initiated in Proposed Amendment No.

121, was carried forward into Amendment No. 89.

Although these errors have no adverse effects on plant operation, their j correction is important insofar as proper referencing in procedures is 0 concerned. p,0 I '\

These errors wre discussed by telephone with the NRC (Grayhek, SMUD to Kalman, MRC) on November 24, 1987. The NRC advised that upon receipt of this written disclosure of the noted errors, the corrected pages would be issued in one of the forthcoming approved amendments. In the meantime, procedures should not be permanently changed to accommodate these errors.

Please' contact me if you have any questions. Members of your staff with questions requiring additional information or clarification may contact Mr. Vern Grayhek at (209) 333-2935, extensior,?.95.

Sincerely, ,
