INTRODUCTION An Integrated Leak Rate Test (ILRT) of the Yankee Nuclear Power Station's Containment Building was conducted in May of 1987 in order to demonstrate the adequacy of the site's containment integrity. The test wa, conducted in accordance with the requirements of Appendix J of the Code of Federal Regulations (CFR) Title 10, Part 50. and in order to comply with Surveillance Requirements 4.6.1.,2.a, b and c of the Yankee Nucicar Power Station Technical Specifications. The test procedure was designed to adhere to the guidelines of ANSI N45.4-1972 and where applicable, those of ANSI /ANS-56.8-1981. The ILRT was conducted at full test pressure ( 2 31.6 psig) and the air mass calculations were performed using the absolute method. The data was analyzed using the mass point method. The Yahret license contains an NRC exemption to Appendix J of 10 CFR Part 50, Paragraph III.A.3. l Since the last ILRT conducted in April /May of 1984, local Type B and C testing has been conducted at a frequency of not greater than 24 months in accordance with site Technical Specifications Surveillance Requirements 4.6.1.2.d,e,g and h (personnel batch tested on a 6 month frequency, and electrical penetrations tested at approximately 25% per year). These tests were performed using the pressure decay method at a minimum test pressure of 32 psig. _1

41 5. ANALYSIS AND INTERPRETATION (a) Description of the Type A Test: The Type A test was conducted during the Core 18-19 refueling outage, plant operating procedure OP-1708 was used for.the test. Prior to valve alignment and pressurization, a visual ' inspection of the accessible portions of the inside and outside surfaces of the containment building was conducted. This inspection revealed no defects, flaws i l or degradation. The inspection was completed on May 5,1987 at 1850. l "z Following the visual inspection, the valve lineup for the test was conducted. This alignment exposed, where possible, the containment isolation valves to the containment pressure. Manual containment isolation valves, were closed and vented downstream. The containment isolation trip valves were left aligned to containment duringLthe initial pressurization with all downstream paths isolated in order to permit pressurization. This alignment permitted testing of the automatic containment isolation system which is required to operate for a containment pressure s 5 psig. Three portable 1200 cfm 100% oil-free air compressors were connected to the i containment. The main coolant system was vented to the containment atmosphere. Pressurization was commenced at 1950 on May 5. At 2102 both trains of the containment automatic isolation system operated at a VC pressure of 4.5 psig. Following auto-isolation of the containment isolation trip valves, valve realignment was performed in order to vent downstream of the trip valves. This realignment was completed and at 2200 on May 5,1987 the air charge was resumed. At a VC pressure of 32.3 psig, at 0500 on May 6 a leak was discovered emanating from a blank flange outside the containment-building. The blank flange in i question was the isolation boundary to the fuel chute pumpback system. Upon inspection of this leak, it was estimated that is was of a magnitude in excess of the allowed leakage rate. The leak at the flange was isolated in order that the test could be performed, and the flange tested locally following the test. Once the flange leak was reduced, pressure was increased to test pressure, the compressors were stopped and isolated from containment and the charging manifold was vented to atmosphere. The containment temperature stabilization period was begun at 0640 on May 6, and the stabilization acceptance criterion was met at 1052 on May 6. The test. period was first begun at 1322 on May 6, and was aborted at 1630 that same day due to sporadic behavior of the VC pressure channel. This problem was corrected and the test was restarted at 2115 on May 6. The test was conducted without further. incident and was terminated at 2355 on May 7. The pumpback verification test was commenced at 0031 on May 8. Air equivalent to 75% of the allowable leakage was pumped into containment and the test instrumentation measured a value of 68% of this air mass. Thus, the system's sensitivity and accuracy were verified. Following termination of the pumpback phase, the containment was depressurized and a post-test valve lineup was completed. I,
-{ (b) Instrumentation: The following instrumentation was-used to measure or calculate the containment air mass. All instrumentation selection was performed.in accordance with the Instrumentation Selection Guide formula specified in ANS-N274. Vapor container temperatures were measured with twenty ARI Industries, Inc., Aridet Resistance Temperature Detectors, Model R-14.3-3E100. Vapor container pressure was measured with one Mensor Corporation Quartz-Manometer, Model 10100-001. ~ Verification of the vapor container pressure sensing instrumentation described above was obtained using a Hamilton Standard Digital Pressure. Transducer, Model PT-050-S-15. Vapor container dew probe readings were measured with four Honeywell Dewprobe Sensors, Model ssp 129B061. i Outside ambient temperature was measured with one ARI Industries, Inc., Aridet Resistance Temperature Detector, Model R-14.3-3E100. Pumpback air flow was measured with one Singer, American Meter Division, American Aluminum case Meter, Model AL-800. l l Signals from the resistance temperature detectors, dewprobe sensors, and l manometer were collected by one Isaac / Cyborg Data Acquisition System, datalogger, Model 91A. Instrumentation data from the datalogger was processed with one Apple Computer System, Model IIe. (c) Instrumentation Calibration: 'ustrumentation used for the Type A test were individually calibrated or checkta a> applicable no more than 6 months prior to the start of the Type A test, using standards which are traceable to the National Bureau of Standards. (d) Data Processing: A computer program was used to access data and to store the data to disks. The key parameters were sampled every three minutes and averaged over every 5 samples to obtain an averaged 15 minute calculated air mass value. Hard copies of the three minute data sets as well as the results of the 15 minute averaging were printed out as they were obtained. Each three minute data set contained readings for the 20 containment temperatures, four containment humidity channels, one containment pressure channel and an ambient (outside) temperature channel. The containment temperature readings were first weighted by their respective representative volume factors. These results were then added and finally divided by the sum of the weighting factors in order to obtain a weighted average of the containment temperature. The four dewprobe temperatures were i averaged to yield a dewpoint temperature. From this dewpoint temperature a l water vapor pressure was determined, thus providing for correction of the measured containment absolute pressure to yield the dry air pressure. Using these data and the ideal gas equation, the containment air mass was calculated. __ j
The containment leak rate was determined by performing a linear least squares fit on the 15 minute averaged air mass results obtained during the test period. I ) The 95% upper confidence level leak rate was performed in accordance with the formulas recommended in ANSI /ANS-56.8-1981. Tables 1 through 3 and Figures 1 through 3 summarize the results of the Type A test, including the temperature stabilization and pumpback verification periods. Table 1 lists the data obtained every three minutes during the temperature stabilization period. Table 2 lists the data from the actual test period including the 15 averaged values. Figures 1 through 3 represent the containment absolute pressure, averaged temperature and containment air mass, respectively versus time, from the beginning of the test period through the pumpback verification test. 4. ~ TA'BLE'1 TEMP.
