LaSalle County Station Unit 1 Stainless Steel Piping Inspection Plan, Spring 1988 Refueling Outage NRC Docket No. 50-373 Gentlemen:
In accordance with the referenced letter, this transmittal provides the piping inspection plan for the LaSalle County Station Unit 1 Refueling Outage. The ir.spection plan was prepared consistent with the guidance in Generic Letter 84-11.
Attachment A provides a general description of the inspection plan including inspector qualifications and provisions for crack evaluation and sample expansion. Also included as Enclosure 1 is a table detailing the number of welds by system and pipe size to be examined.
Commonwealth Edison is aware that the NRC intends to issue NUREG-0313 Revision 2 for comment at some point in the future. However, since these new requirements have not yet been issued, we have established our inspection plan in accordance with the existing regulatory requirements and are submitting it for your review. To avoid any impact on our refueling outage schedule, we request your concurrence with the attached inspection plan as soon as possible but in any case prior to the start of the outage.
The Unit 1 outage is currently scheduled to begin in mid-March 1988.
In accordance with the requirements of 10 CFR 170.12, a fee remittance in the amount of $150.00 is enclosed.

During.the Fall.1985 refueling outage, Induction Heat Stress.
s Improvement (IHSI) was performed on 126 welds in the Recirculation and Residual Heat Removal (RHR) systems. _During this Spring 1988 refueling.
outage, stress improvement will be applied to various accessible Inconel 182 buttered welds and other susceptible welds that were not stress improved 1
during the Fall 1985 outage.
The accompanying table titles " Augmented Stainless Steel Weld 1.
Inspection Plan - Spring 1988 LaSalle Unit one" provides the sampling plan for addressing Intergrannular Stress corrosion Cracking-(IGSCC) concerns. The plan follows the requirements of Generic Letter 84-11.
The proposed inspection plan includes 27 previously examined welds,.

13 welds that were not examined previously, and 2 welds'with known flaws.
All IGSCC susceptible weld examinations will be performed by Level' 3.
II or III inspectors qualified by EPRI after September 10, 1985.
Automated ultrasonic testing technique inay be employed.

If IGSCC flaw indications are identified, they will be resolved consistent with the intent of Generic Letter 84-11.
If repairs are required, weld overlay may be utilized which may take.into account flaw characterization, depth, length, and material toughness concerns for SMAW and SAW deposited material.
If flaw is found within the first inspection sample of a specific:

piping category, another equivalent sample of the same number of welds in that category will be inspected.
If flaw is found within the second inspection sample of a specific piping category, the remaining accessible welds in that category will be examined.
Categories are defined by the horizontal lines on the attached table.
