Docket No. 70-7002 Transmittal of Revision 24 to Portsmouth Certification Application
Dear Dr. Paperiello:
In accordance with 10 CFR Part 76, the United States Enrichment Corporation (USEC) hereby submits twenty (20) copies of Revision 24 (August 15,1998) to USEC-02, Application for United States Nuclear Regulatory Commission Certification, Portsmouth Gaseous Diffusion Plant.
Revision 24 incorporates changes to the Emergency Plan, Fundamental Nuclear Materials Control Plan (FNMCP), Physical Protection Plan, Transportation Security Plan, and Classified Matter Protection Plan that were implemented during the period February 17,1998 to July 15,1998. The changes to these programs and plans have been reviewed in accordance with 10 CFR 76 and have been determined not to require prior NRC approval. Revision bars are provided in the right-hand margin to identify the changes. Note that slight formatting changes have occurred in sections that were not revised due to differences in printer definitions. Revision 24 was implemented effective August 15,1998.

secrets and commercial and financial information exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954 (AEA), as amended, and 10 CFR 2.790 and 9.17(a)(4). In N
accordance with 10 CFR 76.33(e) and 2.790(b), the Revision 24 changes to these plans are being submitted under separate cover (USEC Letter GDP 98-01,65).
The Physical Protection Plan and Classified Matter Protection Plan, prepared pursuant to 10 CFR 76.35(j) and (k), contain National Security Information and/or Restricted Data. These documents l
are also considered to be proprietary commercial and financial information pursuant to 10 CFR 2.790(d)(1). In accordance with 10 CFR 76.33(e),2.790(b),95.37, and 95.39, the Revision 24 i
