Docket No. 70-7001 Transmittal of Revision 26 to Paducah Certification Application
Dear Dr. Paperiello:
In accordance with 10 CFR Part 76, the United States Enrichment Corporation (USEC) hereby submits twenty (20) copies of Revision 26 (August 15,1998) to USEC-01, Application for United States Nuclear Regulatory Commission Certification, Paducah Gaseous Diffusion Plant.
Revision 26 incorporates changes to the Quality Assurance Program Description, Emergency Plan, Fundamental Nuclear Materials Control Plan (FNMCP), and Transportation Security Plan that were implemented during the period February 17,1998, to July 15,1998. Certain other changes to the Safety Analysis Report and the basis statements for the Technical Safety Requirements are also included; The changes have been reviewed in accordance with 10 CFR 76 and have been determined not to require prior NRC approval. Revision bars are provided in the right-hand margin to identify the changes. Revision 26 was implemented effective August 15,1998.

The Revision 26 changes to the FNMCP and Transportation Security Plan contain certain trade
(
secrets and commercial and financial information exempt from public disclosure pursuant to Section
[
l 1314 of the Atomic Energy Act of 1954 (AEA), as amended, and 10 CFR 2.790 and 9.17(a)(4). In 4/[
accordance with 10 CFR 76.33(e) and 2.790(b), the Revision 26 changes to these plans are being submitted under separate cover (USEC 1.etter GDP 98-0163).
