Dear Mr. Morey:
On April 29,1998, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No.137 to Facility Operating License No. NPF-2 and Amendment No.129 to Facility Operating License No. NPF-8 for the Joseph M. Farley Nuclear Plant (FNP), Units 1 and 2, and issued the related Safety Evaluation (SE), dated April 29,1998. The amendments changed the maximum reactor core power hvel for facility operation from 2652 megawatts-thermal (MWt) to 2775 MWt for the Joseph M. Farley Nuclear Plant, Units 1 and 2. The amendments also approved changes to the Technical Specifications (TS) to implement uprated power operation.

In a letter dated July 6,1998, Southern Nuclear Operating Company, Inc. (SNC), informed the NRC staff that several clarifications to the April 29,1998, SE were necessary. In addition, SNC requested clarification regarding its commitment to inspect all FNP steam generator (SG)

NO U-bends in rows 1 and 2. It is SNC's intent that this commitment apply to FNP Unit 2 only, since it is currently planned to replace the SGs in Unit i during the refueling outage following power uprate implementation.
As a result, the NRC's April 29,1998, SE is being supplemented to incorporate the

clarifications / changes and revise the commitment for inspection of SG U-bends in rows 1 and 2 for Unit 2 only. These changes to the SE do not change the conclusions reached in the original SE. Enclosed are only those pages of the SE affected by these changes. Please replace the pages of the April 29,1998, SE with the enclosed revised pages. The revised pages contain verticallines indicating the areas of change. The TS pages are correct as issued.
