Dear Ms. Bauman:
This letter responds to your November 6, 1987 appeal of this Agency's denial of documents identified on Appendix B of our October 27, 1987 response to F01A-87-655.
In response to your appeal, the withheld material was again reviewed.
On the basis of this review, I affirm the Acency's initial decision.
The denied Appendix B material consists of seven draft copies of the GA0's Audit Report of the NRC. These drafts contain the mark-up suggestions and comments of various agency officials. Followino mark-up, the draf ts were re-submitted to GA0 for further review and possible revision. Because the mark-up suggestions contained in these drafts were subject to further review and revision and because release of these drafts would reveal predecisionally the deliberative process of the Agency, the decision to withhold these draf ts pursuant to Exemption 5 of the F0IA was entirely proper.
This letter represents final Agency action on your November 6,1987 F0IA appeal. Judicial review of the denial of these documents is available in Federal District Court in the district in which you reside, or have your principal place of business or in the District of Columbia.

Through public outreach, the Project promotes whistleblowers as agents of government accountability.
Through it Environmental Whistleblower Clinic, GAP offers assistance to local public interest and citizens groups and interveners in the concern for safety at nuclear power plants.
We are requesting this information as part of an ongoing monitoring project of the NRC's efforts to protect public health and safety at and near nuclear processing plants and radioactive waste facilities.
