Dear Mr. Stello:
The Federal Snergency Management Agency (FEMA) has completed an analysis of the prompt alert and notification system for the Kewaunee Nuclear Power Plant located in Carlton, Wisconsin, and the Point Beach Nuclear Plant located in Two Creeks, Wisconsin. This revlew has been completed pursuant to Title 44 CFR, Part 350; selected evaluative criteria and Appendix 3 in NUREG-0654/FD%-REP-1, Revision 1; and FDM-REP-10, the " Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants."
The enclosed report, entitled "Kewaunee Nuclear Power Plant and Point Beach Nuclear Plant Site, Specific Offsite Radiological Emergency Preparedness Alert and Notification System Quality Assurance Verification," sumarizes the engineering design review; incorporates the results of the telephone survey of the public conducted immediately following full activation of the alert and notification system on September 13, 1986; and confirms the adequacy of the applicable evaluative criteria fran NUREG-0654/FDM-REP-1, Revision 1,. and FD%-REP-10.

installed around the Kewaunee Nuclear Power Plant and the Point Beach Nuclear Plant satisfies the requirements of NUREG-0654/FHM-REP-1, Revision 1, and H,'
FEMA-REP-10.. Iherefore, there is now reasonable assurance that the system is adequate to promptly alert and notify the public in the event of a radio-logical emergency at the site. lhe caveat on the alert and notification system contained in the Title 44 CPR, Part 350, approval dated June 14, 1985, is now renoved.
