TVA letter to MRC dated July 9,1987, '.'Sequoyah Nuclear Plant (SQN) - Revision to Commitment for' Permanent-Design Control System Procedures" In reference 1, TVA notified NRC of the scope and schedule for Phase II (postrestart) of the SQN DBVP.
This letter also addressed the plans for design control at SQN as part of continued implementation of prerestart design control practices. As noted in reference 2, some changes to the previous design control schedule commitments have been necessary, although the scope of the program as described in the previous submittals to NRC has not changed.
Enclosed are revisions to reference 1 to reflect specific' target dates for implementation of the SQN' design control program, independent of unit 2. restart.
The Nuclear Engineering Procedures (NEDs) that control the design activities of the Division of Nuclear Engineering and are the subject of reference 2 have been issued; however, additional TVA corporate and SQN site procedures remain to be 1

These procedures are discussed in the enclosures, with a I
. schedule provided. consists of new and revised commitments made within enclosure 1.

ENCLOSURE 1 Following are three revisions to TVA letter to NRC dated May 12, 1987, "Sequoyah Nuclear Plant - Postrestart Scope and Schedule for the Design Baseline and Verification Program (DBVP)."
1.
Replace the second paragraph under " SCOPE" with the following:
Implementation of improved design control practices that began in Phase I will continue.
The transitional Design Control System will be utilized during Phase II until the Permanent Design Change Control System is fully implemented.
Implementation of this program will begin by issuing corporate procedures by December 31, 1987. The site procedures will be issued and training will be completed by March 31, 1988. Modifications initiated after March 31, 1988, for unit 1 will be issued under the Permanent Design Control Program.
Postrestart modifications for unit 2 initiated after March 31, 1988,' will be issued under the Permanent Design Control Process. All prerestart unit 2 modifications will continue to be processed under the Transitional Design Control System.
2.
Replace the paragraph under " SCHEDULE" with the following:

Issue corporate procedures for Permanent Design Change Control System by December 31, 1987.
Revised Commitments for SQN l.
Issue site procedures associated with the Permanent Design Change Control System and conduct training for their use by March 31, 1988.
TVA will incorporate into the procedures the provision that SQN modifications initiated after this date-will be issued under the permanent system.
2.
Complete the remainder of safety-related system design criteria for unit 2 Phase II by March 31, 1988.
