Dear Mr. Merschoff:

By letter dated February 9,19P4, the Nuclear Regulatory Commission (NRC) provided guidance regarding the submission of emergency preparedness exercise scope, objectives, and scenario. In that letter, Nebraska Public Power District was requested to submit exercise scope and objectives to the NRC Region IV orTice 75 days prior to the date of a planned exercise. The letter also requested that the complete scenario, controller information, and simulation data be submitted 45 days prior to the date of a planned exercise.

In accordance with the NRC's request, enclosed is a copy of the 1998 Biennial Emergency Exercise objectives for the Cooper Nuclear Station. The 1998 Biennial Emergency Exercise for CNS is scheduled for June 9,1998. To maintain confidentiality, the exercise objectives are being railed only to the Director, Emergency Preparedness Section, US Nuclear Regulatory L:mmission, Region IV and Engineering Response, Office ofInspetion and Enforcement, US Nuclear Regulatory Commission, Washington DC.

The scope of the exercise will consist of a simulated accident at Cooper, which could escalate to a general emergency classification. The exercise will involve planned responses to include:

emergency classification; notification of off-site organizations and plant personnel; actions to correct the emergency conditions; and initiation of accident assessment and protective actions, as necessary, to cope with the accident. The exercise will simulate an emergency which results in an off-site radiological release. The exercise will include panicipation from the States of Nebraska and Missouri, Nemaha County and Richardson County in Nebraska, and Atchison County in Missouri within the plume exposure emergency planning zone. These agencies willimplement their respective and collective emergency response pians in support of the CNS emergency exercise.
