OFFICE l (OPEN TO PUBLIC ATTENDANCE) 1 The Commission was briefed by NUMARC and the staff on the success and problems of implementing the Commission's fitness for duty policy. Griffin, Senior Vice President Arkansas Power and Light - Patrick Sanders, Vice President Commonwealth Edison Company The Comraission requested the staf f to prepare a SECY paper containing a proposed fitness for duty rule. The paper should contain a range of options from random testing to less intrusive methods of testing which might be more acceptable to employees and employee unions. To the extent appropriate, the proposed rule should not displace the good features of the industry's efforts; it should address the " tracking" of it personnel who have been discharged for drug related reasons; should address the need for, scope of, and necessary procedural safeguards for randon testing programs and include in a proposed rule provisions for whatever random drug testing 9712170171 e71216 PDR 10CFR ppg PT9.7
