Dear Mr. Cross:
l The NRC staff issued Generic Letter (GL) 97-04, "Asser:: ace of Sufficient Net Positive Suction l'
Head for Emergency Core Cooling and Containment Heat Removal Pumps" on October 7,1997.

The GL requested that licensees provide information necessary to confirm the adequacy of the -
i ne' cositive suction head (NPSH) available for emergency core cooling and containment heat l..
removal pumps. By letter dated January 6,1998, as supplemented July 15,1998, Duquesne Light Company submitted its 90-day response to GL 97-04.
The NRC staff has reviewed your response and is concemed that Beaver Valley Power Station, j
Unit No.1 (BVPS-1) may not be within its licensing basis because it appears that the L
containment overpressure needed to assure adequate NPSH is greater than the overpressure j
previously approved by the NRC staff. Please provide a response within 30 days discussing how l
l your response to GL 97-04 related to containment overpressure compares with your current licensing basis, if it is determined that BVPS-1 is outside of its licensing basis, the staff expects -
that you will take prompt action to modify your licensing basis as appropriate in accordance with the regulations, or otherwise restore the facility to a condition consistent with the licensing basis.
