Attached for your review and comment is the scenario for the Biennial Emergency Exercise at Cooper Nuclear Station (CNS) scheduled for June 9,1998. The scenario has been held in strict confidence within the Nebraska Public Power District to ensure that participants for the exercise are not aware ofits contents. To maintain confidentiality, the exercise scenario should nol be released to the Public Document Room before June 10,1998.

In accordance with 10CFR50.4.b.5, enclosed is a copy of the CNS 1998 Biennial Emergency Exercise Scenario for the Public Document Room. Two copies are being mailed to the Regional Administrator, U. S. Nuclear Regulatory Commission, Region IV. Due to the fact that the Resident Inspectors may be participating in the exercise, a copy will only be made available to the Resident Inspector's Office upon request.

The scope of the exercise will consist of a simulated accident at CNS, which could escalate to a General Emergency classification. The exercise will involve planned responses to include:

emergency classification; notification of off-site organizations and plant personnel; actions to correct the emergency conditions; and initiation of accident assessment and protective actions, as necessary, to cope with the accident. The exercise will simulate an emergency that results in an off-site radiological release. The exercise will include participation from the States of Nebraska c

l and Missouri, Nemaha and Richardson Counties in Nebraska, and Atchison County in Missouri within the Plume Exposure Emergency Planning Zone. These agencies will implement their respective and collective emergency response plans in support of the CNS Emergency Exercise.
