DPR-42 50-306 DPR-60 Supplement 8 to License Amendment Request Dated December 14,1995 Conformance of Administrative Controls Section 6 to the Guidance of Standard Technical Specifications Recently Northern States Power Company named a President - Nuclear Generation with overall responsibility for nuclear plant safety. Accordingly, the Offsite Organization description in the subject proposed license amendment is no longer accurate. Attachment 1 shows Technical Specification page TS.6.0-2 marked up to show that a " corporate officer" shall have overall responsibility for plant safety.
Defining this responsibility with a " corporate officer" assures that an individual with appropriate authority and access to resources is responsible for nuclear plant safety.
Use of a general term allows for future changes in specific titles without concomitant Technical Specification changes. Attachment 1 also includes page TS6.0-10 marked up to clarify the criteria which require prior NRC approval for Bases changes and page TS.6,0-13 marked up to change current Technical Specification term Fa""7 RTP to the correct term, Fa contains these Technical Specification -
pages revised to their final form to reflect the changes proposed by this supplement.
Recently NSP implemented a change in its administrative computer system which effectively removes access to Wordperfect 5.1, the electronic platform for the current Technical Specifications. Therefore, new Technical Specification pages will be prepared in Word 97. To accommodate this change, all Technical Specification pages affected by this License Amendment have been prepared in Word 97 and aret 9808180341 980812

8/12/98 Page 2 of 2 resubmitted in Attachment 3. Since the Word 97 font does not exactly match the Wordperfect font, repagination of Chapter 6 occurred which required an additional page, TS.6.0-17. For your convenience the cover page for Attachment 3 lists all of the pages which are affected by this proposed License Amendment and identifies the source document associated with this proposed License Amendment. In some instances the page number for the material which was revised has changed due to the repagination.
A revised Safety Evaluation, Significant Hazards Determination and Environmental Assessment have not been submitted with the changes proposed by this letter since l
these evaluations, as originally presented in the December 14,1995 submittal, continue to bound the proposed license amendment as modified by this supplement.
