This is in regard to your request for approval of a route to be used for transport of spent reactor fuel as contained in your letter of December R.

1987.

The route from the Port of Savannah, Garden City, Georgia to the Savannah River Plant, Aiken, South Carolina, as requested in your letter is judged to neet the regulatory requirements in accordance with 10 CFR 73.37 for shipments of soent fuel under import license ISt&79007 and is approved through December 31, 1988.

In the event your carrier is required to deviate from the approved route, please call the contact listed on paae 2 of this letter as soon as possible providing the details.

Arrangements with law enforcement agencies along the route as required by 10 CFR 73.37(a)(2) have been conpleted by the NRC staff.

Data relatinq to these arrangements and a copy of the approved route are enclosed.

This information is to be incorporated into your shipment plans and provided j

to your carrier along with instructions reqardinq its use.

Please note that assuring highway safety is the responsibility of the licensee and carrier and our approval is not intended to provide relief in I

this reqard.

TO DOE SAVANNAH RIVER PLANT, AIKEN, SOUTH CAROLINA NOTE:

Safe' havens are indicated on the route strip charts by a lower case letter of the alphabet in parenthesis.

These safe havens were designated by the NRC route analysis teams with the assit-tance of law enforcement agencies along the route, as available, for temporary refuge until appropriate assistance arrives.

The basic criteria used to identify a safe haven were availability of a large' parking area, nighttime lighting, where possible, and rapid-law enforcement response to the safe haven.
