OF AUDIT ON AUGUST 10-13, 1987 - CONDUIT SUPPORTS (TRAIN C < 2") AS-BUILT VERIFICATION On August 10-13, 1987, the NRC staff and its consultants performed an audit of the as-built field verification program for Train C conduit less than or equal to 2 inches and conduit supports (hereafter referred to as " Train C conduit") at the Comanche Peak Steam Electric Station (CPSES).

The Train C conduit as-built program is being conducted by Impell Corporation as part of the design validation effort under the TU Electric Corrective Action Program (CAP).

The purpose of the NRC staff audit was to verify the adequacy of the Impell walkdown criteria in its ability to structurally qualify the as-built condition of the Train C conduit.

A list of persons involved with the audit is provided in Enclosure 1.

The scope of the audit included: (1) a review of the Impell walkdown procedures, (2) a review of the Train C conduit methodology and approach, and (3) a review and walkdown of a completed room.

Review of Impell Walkdown Procedures The audit team reviewed the Impell walkdown procedures listed in Enclosure 2.

Impell Corporation is performing a plant walk-through to inspect all Train C conduit supports and all associated junction boxes attached to conduit of 2-inch diameter and less.

In addition, the reclassified lighting system is being reviewed by Impell.

Impell has developed a screening process to qualify the Train C conduit supports and junction boxes as well as the lighting system for seismic loads and/or to verify that adverse interactions with safety related equipment do not occur.

The screening process consists of eight screening criteria (levels).

Project Technical Instructions have been written and implemented.

At this time, Screen Levels 1 and 7 have not been used in the program.

The audit team did not identify any open or unresolved items in its review of the walkdown procedures.

Review of Train C Conduit Design Methodology and Approach The audit team reviewed the criteria, design methodology, and approach used for the multi-level screening criteria (see Enclosure 2).

The multi-level screening criteria provide acceptance criteria based on parametric studies, tests of generic support types, analysis of representative conduit runs or junction boxes, and criteria for identifying acceptable interaction between Train C conduit or junction boxes with certain safety-related components.

The audit team did not identify any op.i or unresolved items in its review of the design methodology and approach Review of Calculations The audit team viewed the areas in the plant where the design of Train C conduit and supports were being validated by Impell.

The audit team selected Room 206 in the Auxiliary Building for review of completed calculations and documentation (see Enclosure 2) and verified the adequacy of the implementation of the Impell as-built walkdowns performed for Room 206.

The audit team did not identify any open or unresolved items in its review of calculations.

Audit Team Findings Based on a review of the Impell procedures, design criteria, and calculation packages for Train C conduit, the audit team found that the multi-level screening criteria used to determine the acceptability of the Train C conduit contain subjective criteria which will require further review of its development and implementation by the audit team.

Although the audit team did not identify any open or unresolved items at this time, in part because of the indeterminate nature of the subjective evaluations utilized in the Impell acceptance criteria, the audit team will continue to review the basis for the acceptance criteria, the appropriateness of its application, and its implementation in a followup audit.
