Dear Mr. MacDonald:
IE The Department of Energy (DOE), submits to the Nuclear Regulatory Commission (NRC) this application for certification of a spent fuel cask to be used by research reactors. This cask was designed by General Nuclear Systems, Inc.,
as a reuseable shipping package for the transport of fissile Class I spent nuclear fuel and is to be designated as the HFIR cask.
The Safety Analysis Report for Packaging (SARP) was submitted to your office,
.under separate cover, per the GNSI letters of October 29, 1987, and November 8, 1987.
It is requested that upon a successful review of the SARP a Certificate of Compliance be issued to the Department of Energy, who will also be the owner of the cask. The DOE also requests that the application fees be waived in accordance with 10 CFR 170.11(a)(5).
