Dear Dr. Bixby:

This is to formally notify you cf our plans to conduct a preoperational assessment of the West Valley Demonstration Project during the week of January 4,1988.

This assessment is viewed as part of the NRC's monitoring responsibility mandated by the 1980 West Valley Demonstration Project Act.

The assessment will be conducted by a team of NRC staff members, most of them inspectors from our Region I office. The individuals involved are experienced in start-up reviews and should be able to make a valuable contribution in assuring that the Supernatant Treatmcnt System, Cement Solidification System, and Liquid Waste Treatment System are ready for safe operation. The names and areas of interest of the monitoring team members are listed on the attachment.

I will also be present during the week of January 4 to assist the monitoring team with respect to our previous technical reviews as reflected in the NRC's Safety Evaluation Reports.

The assessment is tined to take place approximately three weeks prior to the present scheduled start of supernatant processing. We expect that the con-struction of process systems and specification of operating procedures will be almost completely finished by that time, and that the NRC team can draw final conclusions about the operational readiness of the Supernatant Treatment System and its downstream support processes.

I understand that Jerry Roth of the Region I office has already spoken to your staff about the logistical details of the preoperational assessment. Please feel free to call Mr. Roth or me if you have further questions.
