Washington, D.C. 20555-0001 Docket No. 50-293 License No. DPR-35 Clarification to a 1987 Appendix R Exemption Request Hackground By letter dated August 10,1987, Boston Edison Company (BECo) requested exemption from the requirements of Section III.G.2.b of Appendix R to 10CFR50 for Pilgrim under the provisions of 10CFR50.12. Specifically, exemption request 15 was for an exemption from the requirement to install full area fire detection and automatic suppression in the Radwaste and Control Building between Corridor #137 on elevation 23 feet and Corridor #49 on elevation minus I foot containing, respectively, redundant Division A and Division B safe shutdown cables The NRC granted exemption 15 by letter and Safety Evaluation Report (SER) dated July 20,1988. This submittal is to clarify a misstatement contained in our August 10, 1987, exemption 15 request.
Clarification During our teview of fire protection matters, we discovered that exemption 15 states, in part, "The first 20 feet of this path is in the Health Physics (HP) Access Area where there are smoke detectors and full sprinkler system coverage." This area does have full sprinkler 1.b coverage but does not have smoke detectors.

Access Area does not challenge the granting of exemption 15 because postulated fire h
D propagation in this area is satisfactorily controlled by the automatic sprinklers, which can be construed as detectors due to their automatic activation and alarm transmittal to the control room when they respond to a fire.

Conclusion We submit this as an administrative clarification) with no safety impact because we have concluded the misstatement concerning smoke detection equipment in the IIealth Physics Access Area is not material to the adequacy of fire protection measures in thtt area.
Therefore, the subject misstatement does not result in a condition inimical to the public health and safety; hence, it does not challenge the validity or granting of exemption 15.
